1998-2007年,衡陽華菱不銹鋼管廠以減員增效、剝離(li)輔(fu)助(zhu)、三項制度改革等為(wei)主要內容,加快(kuai)轉機(ji)建制步伐。按照建立“政企分開、權責明確、產權清晰、管理(li)科(ke)學”的(de)現代企業制度的(de)要求(qiu),衡鋼以資產經營為(wei)紐帶,大力推(tui)進“分離(li)輔(fu)助(zhu)、精干主體”的(de)企業改制工作,1998年至1999年,共(gong)剝離(li)9個輔(fu)助(zhu)部門。在集團公司的(de)扶植下,輔(fu)助(zhu)單位自我生存能力不斷增強。

2003年(nian),衡鋼(gang)拉(la)開二(er)次創業(ye)的(de)(de)序幕(mu),進入新一(yi)(yi)輪大(da)(da)(da)技改時期(qi),相繼建(jian)成了(le)二(er)連軋(ya)項目(mu)、大(da)(da)(da)管(guan)坯項目(mu)、套管(guan)加工生(sheng)產線(xian)等一(yi)(yi)大(da)(da)(da)批管(guan)國家、省市重點(dian)工程。2007年(nian),圍繞“十一(yi)(yi)五”發展(zhan)規劃(hua),實施了(le)ф108mm機(ji)組改造,啟動(dong)了(le)特大(da)(da)(da)口徑(jing)軋(ya)機(ji)、煉鐵系統(tong)建(jian)設。2000年(nian)至2007年(nian),衡鋼(gang)開發油田用(yong)管(guan)新鋼(gang)種35個(ge),擁有自(zi)主知識(shi)產權的(de)(de)經濟型油氣用(yong)管(guan)HS系列用(yong)鋼(gang)種6個(ge),自(zi)主開發的(de)(de)HSM特殊扣申(shen)請了(le)專利(li)。

2008-2018年,衡陽華菱不銹鋼管廠(chang)共有(you)29個項(xiang)目獲(huo)市級及以上(shang)科(ke)(ke)技(ji)進(jin)步(bu)獎,國(guo)(guo)(guo)家科(ke)(ke)技(ji)進(jin)步(bu)獎實(shi)現從無到有(you),“電弧(hu)爐煉(lian)(lian)鋼復合吹煉(lian)(lian)技(ji)術的研究應用”榮獲(huo)2016年度國(guo)(guo)(guo)家科(ke)(ke)技(ji)進(jin)步(bu)二等獎。P91無縫鋼管及其(qi)(qi)制備方(fang)法獲(huo)中(zhong)國(guo)(guo)(guo)專(zhuan)利優(you)秀獎,另有(you)5個專(zhuan)利在湖(hu)南省、衡陽市獲(huo)獎。國(guo)(guo)(guo)際專(zhuan)利申(shen)請(qing)實(shi)現突破,首次實(shi)施PCT專(zhuan)利申(shen)請(qing)2個。主持制定國(guo)(guo)(guo)家和(he)行業標準9個,其(qi)(qi)中(zhong)國(guo)(guo)(guo)標5個、行標4個。
